A flexible blended-learning program combining online command theory with

practical incident command assessment, enabling departments to develop competent officers while reducing time away from the station.

The theoretical component is completed through the Dare 2 Command online learning platform, followed by practical command simulations and assessment delivered by Effective Command Canada instructors.

Suitable for Lieutenants, Acting Captains, and Captains.

Upon completion of the program, students will be able to:

• Understand key principles of the Incident Command System

• Understand roles and responsibilities within the Incident Command structure

• Apply risk management principles to operational incidents

• Communicate effectively during operational incidents

• Plan the initial response to an operational incident

• Implement tactical actions to achieve operational objectives

• Review and evaluate operational responses

Course Structure:

Phase 1 – Online Learning

Students complete the theory component using Dare 2 Command, covering:

• Incident Command System principles

• Risk management at operational incidents

• Command roles and responsibilities

• Communication and leadership at incidents

• Decision-making during operational incidents

Phase 2 – Practical Assessment

Students demonstrate their learning through simulation-based incident command scenarios.

Assessment can be delivered:

• During a 2-day practical course

• Through a live online assessment session

• A weekend delivery format is available to minimize operational disruption.

Course scenarios and content can be tailored to reflect organizational risks, operational environments and local Standard Operating Procedures (SOPs).
